Defense Acquisition Executive Summary (DAES)

Regulatory. Programs are required to begin input of required data into Defense Acquisition Visibility Environment (DAVE) and the Acquisition Information Repository (AIR) upon submission of the Program Objective Memorandum (POM) or Budget Estimate Submission (BES) that first identifies the program.

  • ACAT IC OR ID (MDAP)
  • For MDAPs, quarterly after initial Selected Acquisition Report (SAR) submission.
  • Active programs that are 75 percent or more delivered through the production phase (or 75 percent expended if RDT&E only) will submit only a Unit Cost Reporting DAES pursuant to 10 U.S.C. 4371, 4372, 4373, 4374, and 4375.
  • For MDAPs, the DAES reporting requirement ceases after a termination SAR is submitted (90 percent of items delivered or 90 percent of funds are expended).

MILESTONE SUMMARY REPORT

STATUTORY for MDAPs after each milestone approval, and for major subprograms of MDAPs after Milestone A.

SELECTED ACQUISITION REPORT (SAR)

STATUTORY.  Provides the status of total program cost, schedule, and performance to Congress; provides program unit cost and unit cost breach information for a specific program.

  • The first SAR after the MDA's 10 U.S.C. 4252 CERTIFICATION AND DETERMINATION (a row in the Milestone and Phase Information Requirements Table) will include the certification and determination.
  • For each MDAP that receives Milestone B approval after January 1, 2019, include a brief summary description of the key elements of the modular open systems approach or, if a modular open systems approach was not used, the rationale for not using such an approach.
  • Every SAR must include certification by the Secretary of the Military Department and the Chief of the armed force that program requirements are stable and funding is adequate to meet program cost, schedule, and performance objectives, and the Secretary and Chief must identify and report in the SAR any increased program risk since the last report.
  • ACAT IC OR ID (MDAP)
  • Program initiation (normally Milestone B except for some ship programs) or MDAP designation.
  • Annually (as of December) for all programs and quarterly (as of March, June, and September) on an exception basis when there is:
    1. A 6-month or more schedule slip in the current estimate since the prior SAR; or
    2. A unit cost increase of 15 percent or more to the current APB objective or 30 percent or more to the original APB objective.
  • SAR reporting requirement ceases after 90 percent of items are delivered or 90 percent of planned expenditures under the program or subprogram have been made.

UNIT COST REPORT (UCR)

STATUTORY.  Reported via the DAES submission process.  The PM provides the report quarterly to USD(A&S) for the 3 quarters excluding the quarter with the annual SAR submission.  The USD(A&S) provides the report to Congress annually (included in SAR submission).
