Do you have an example that shows how CDD requirements flow down to the System Spec and then how they are included in Section 4 of the VCRM?
There is an exercise in the DAU Level II Systems Engineering Course that addresses this issue. The exercise has been adapted for the classroom from a real program to demonstrate the process. The breadth of information and detail have been removed in this example so that it would fit in the time allocated for the classroom. The items included at
https://acc.dau.mil/CommunityBrowser.aspx?id=501571 include the SE classroom draft CDD. 5D is the classroom RFP which includes the System Performance Specification (which starts on page 13). 5B introduces the exercise with a series of slides and an exercise template. A matrix that allows tracing the CDD capabilities into the System Performance Specification starts on page 10. You should be able to relate the 5E CDD paragraphs to the 5B matrix. You should also be able to relate the 5D System Performance Specification paragraphs to the 5B matrix.
In the 5B matrix there is also a column for "Verification Method". The data to fill this column would normally come from the System Performance Specification, section 4. It was removed in the 5D System Performance Specification to save space. A snapshot version has been provided in the VCRM attachment.Keep in mind that some of the System Performance Specification values may not seem to trace exactly back to the CDD capabilities. These may be derived requirements which should trace back to a capability described in the CDD. Also, in the System Performance Specification the VCRM will be oriented to system level requirements which may drive a greater percentage of "Test" being used as the verification method.
