Do we have to provide the historical information to them? And if we provide that information to one vendor, then do we have to provide it to all? Can we just refer them to the FOIA coordinator so they can fill out a request?
The vendor has to submit a Freedom of Information Act (FOIA) request to obtain any past award information that is not publicly available to all interested vendors. Recommend that they check www.usaspending.gov
, which provides a searchable database of past contract awards.
Outside of FOIA channels, you should not provide past award information to a potential vendor that is not already publicly available. Even if you were to provide that information to other vendors who requested it, doing so could create a problem with other vendors if they claim they did not realize they could request the information from the contracting officer.
