Who is responsible for writing the Compliance with Life Cycle Managment Memorandum

    Answer

Subsequent research and consultation with an individual assigned to the Office of the Under Secretary of Defense, Acquisition, Technology & Logistics (Material Readiness), Air Warfare Programs, the requirement to comply with a Life Cycle Management Memorandum that was referred to by the author -- has been superseded by the Acting Under Secretary of Defense (Acquisition, Technology & Logistics) September 14, 2011 memo on Document Streamlining -- Life Cycle Sustainment Plan (LCSP).  The memo can be accessed via the following website address:   https://acc.dau.mil/CommunityBrowser.aspx?id=472389

In addition, the latest Army guidance regarding the LCSP was subsequently promulgated by the Acting Assistant Secretary of the Army (Acquisition, Logistics and Technology) via a memo dated December 8, 2011. The memo applies to the author's program office (Joint Land Attack Cruise Missile Defense Elevated Netted Sensor) due to the fact that it is an  Acquisition Category (ACAT) 1D program.  The Army memo can be accessed via the following website address:  https://acc.dau.mil/adl/en-US/489765/file/62022/ASAALT LCSP Policy Memo 8 Dec 11.pdf
