    Can the contractor get access PD2 to closeout contracts under the AbilityOne contract? Can the contractor gain access to the contracting written systems? When the 1102 personnel goes to an extensive long term training. Is there a conflict of interest to allow contractor access to SPS for closeout puposes under AbilityOne contract?


    Answer

    The Dept. of Defense entered into a long-term contract with Ability One in 2010. Anytime a DoD component wants to outsource for contract closeout services, it is required to use this contract to acquire the services. There is no "conflict of interest," as Ability One has nothing to gain (beyond its already-awarded contract with DoD) by helping to close out DoD contract files. Specific implementation measures, including access to contract writing systems, are left to the components to develop.
