    When you receive equal quotes from a large and small company, which company do you go with especially when the client wants the manufacturer.

    Assuming that this acquisition was not specifically aside for small business, FAR 8.405-5(c) and (d) give the ordering activity the authority to make the award to a small business over a large business when they submit equal quotes. The regulation does not use the word "shall" (it uses "may and "should"), so the large business's item can be selected if there's a compelling reason for doing so. Be sure to document the reason if the large business is selected.
