    Looking to a template with an explantion of what goes where, is ther such a tool in the acquisition tool box?.


    Answer

    There is not a template for evaluation criteria. Why, because criteria are tailored to each specific source selection.  The Federal Acquisition Regulation at 15.304(a) states:  “The award decision is based on evaluation factors and significant subfactors that are tailored to the acquisition. (b) Evaluation factors and significant subfactors must -- (1) Represent the key areas of importance and emphasis to be considered in the source selection decision; and (2) Support meaningful comparison and discrimination between and among competing proposals.” 

    Therefore, the best approach would be to gather your team and determine the most important areas for evaluation that would allow you to discriminate and choose the best contractor.  You should consider limiting the number of Factors and Subfactors.  Our experience is four factors are sufficient and that each factor should have no more than six subfactors.
