    How does a contractor go about "collecting" that B&P money? Does it have to be an indirect charge? You can't just charge it as an ODC, correct? Also, is this option available when bidding Task Orders under an IDIQ contract? thank you

    You are correct--bid and proposal costs are generally to be charged as indirect costs. An exception exists if the contract authorizes submission of a proposal for subsequent work, and authorizes the associated B&P costs to be charged directly to that contract. It is not uncommon for indefinite delivery contracts to permit this for individual task orders. However, the contract must  contain a clause that authorizes doing so. I am unaware of any authorization for charging B&P costs directly to a contract under other circumstances.
