    Is there a procedure for the government estimate when announcing it at a bid opening. Some think you should put it in an envelope, mark it and put it in the bid box and open with other bids. Some think you should just put it on the abstract and annouce it. Thanks

    The only time that a Government estimate must be revealed during bid opening is for an A-76 Government vs. Contractor Performance competition (FAR Subpart 7.3). For other bid opening situations, it is optional. And because it's optional, I don't know of any prescribed method for disclosing it. If your office decides to disclose a Government estimate during or after bid opening, I think either method mentioned in your Question would suffice.
