My question is, why would we need to write a complete PNM if the negotiation portion of the requirement was completed back when the base CHESS contract was awarded? Shouldn't we be able to use a document more similar to that of a SAT determination of fair and reasonable prices memo?
The key words in your situation are "local policy." Not all local policy makes sense; requiring a full PNM for CHESS contract buys may, or may not, make sense. Nevertheless, it is policy and the only way to change it is for you or someone in your supervisory chain to engage the cognizant Contract Policy OPR. You may be provided with a rationale that makes sense but which is not immediately apparent to you, or you may be able to influence having the policy rescinded.
