    Is DPAS rating applicable to commercial contracts?

    According to DCMA's DPAS Guidebook, "An unrated order is a commercial order or a DoD order that is not ratable." Thus, commercial orders are not to be rated. While ratings may not be used to support procurement of commercial end items, this restriction applies only to end items. It is not applicable to repair parts, spares, and components which are incorporated into end items. On this basis, peacetime buys of commercial end items cannot be rated. Exceptions exist if the commercial item is not an end item, or if the item is not available in a time to meet approved program requirements.
