If I use an IDIQ, is it permissable to award only 1 (one) CLIN out of 4 (four) CLINs for the base year? Or am I required to award all four CLINs for the base year?

If awarding an IDIQ contract, the Government is liable for a guaranteed minimum order not necessarily the entire schedule of CLINs. The IDIQ would have to be structured in a manner that by awarding only one CLIN the guaranteed minimum is satisfied. If awarding a Firm Fixed Price contract, the CLIN structure would have to be designed as optional line items. It will be necessary in the solicitation to notify offerors of the Government's process for awarding those CLINs and the Government would be held to that schedule. The IDIQ structure would probably offer the most flexible schedule where the Government is obligated only for the guaranteed minimum.
