If you remove the words in your Question Background "...at the same level as the contractor...", then I think you would arrive at the general concept that most DoD acquisition policy experts could support. In other words, yes-- the contractor is part of the acquisition team, but the Government is the leader of that team and dictates how the overall procurement is to be conducted. The Government may decide to permit the contractor to propose solutions to the Government's requirement, but the Government has the final word before a contract is awarded. "Better Buying Power" supports this approach.
