    Can I have CLIN's, for the base year and each option year for the severable portion, AND have an optional task CLIN for the non-severable portion that will have a 3-year PoP, to be exercised within the 5-year period of the severable contract? Additionally, the non-severable portion must be fully funded. Are there any appropriations issues that should concern me?

    You are doing the right thing by having separate CLINs for different years' appropriations, as the severable portion (annual performance ) and the non-severable portion (performance lasting for more than one year) will be using different monies. This conforms to the requirements of the Bona Fide Needs rule. Different CLINs are required for referencing different accounting classification citations.
