What are the responsibilities of the ACO vs. the Contracting officer? Where can I reference this is the regulations?

    Answer

The ACO carries out responsibilities of contract management during performance of the contract (after source selection and award). Very often, the ACO is the same person as the Procuring Contracting Officer (PCO), but this depends on factors specific to the agency, dollar value of the contract, and performance requirements. There is too much information on the responsibilities of the ACO vs. the PCO to describe here; a Google search will give you what you need. However, for a strict regulatory definition of the different types of contracting officers, please see the definition of "contracting officer" in FAR Part 2.
