Are the funds expired at this point and no longer available for this claim settlement?
You can use those expired funds to pay invoices, but not to create a new obligation for additional performance. For various reasons, some companies don't get around to invoicing until long after the contract work has been completed.

"Expired" funds can no longer be obligated but can still be used to pay invoices for up to five years after the appropriation expires.
"Canceled" funds are no longer available for any purpose. Funds become canceled after their five-year period in an expired account. The Anti-Deficiency Act prohibits the use of canceled funds. Any payments beyond the expired phase must be taken from currently available appropriations, and there are limitations on those amounts as well.
