    When a CPFF Prime contract is contemplated in a negotitated competetive procurement, and Prime contractor has established teaming agreements with potential subs, Is it necessary for the Prime to obtain competition at the Subcontractor level with the Teaming Agreements in place?


    Answer

    The FAR requirements on competition are applied by the Government to the prime contractor. They do not impose a requirement on the prime contractor to promote a certain level of competition among subcontractors. Of course, it is in an offeror's interest to maximize competition among its potential subcontractors in order to make its proposal to the Government the most competitive it can be.
