    DoD's FMR is incredibly vague concerning whether something is centrally managed/asset controlled. FMR provides a flow chart (decision tree) to determine whether an item should be purchased with procurement dollars or O&M money. However, because "centrally managed/asset controlled" is poorly defined, it is difficult to determine which appropriation money is proper. Please assist.

    To determine if an item is centrally managed/asset controlled you need to make inquiry to your service Material Command. You use the Expense/Investment Cost Determination Chart by reading left to right answering the IF/Then questions/directions. It is intended to be a simple method of determining whether to fund the item as an expense or an investment.
