    I am doing a exercise in Indonesia, it last less than 30 days and I have service contracts during this timeframe. I wanted to know am I required to put the CMR in the Solicitation? All vendors are Indonesian and some are not registered in CCR so would I have to put that CMR clause in my Solicitation? Also, would this apply to any joint exercise under 30-days for Service contracts?.

    Based on an implementing direction memorandum, dated 28 November 2012, jointly signed by Frank Kendall, Under Secretary of Defense for Acquisition, Technology, and Logistics, and Jessica Wright, Acting Principal Deputy Under Secretary of Defense for Personnel and Readiness, the reporting requirement for Enterprise-wide Contractor Manpower Reporting Application (eCMRA):
     
    “applies to all contracted services, provided the organization that is receiving or benefiting from the contracted services is a Department of Defense organization, including reimbursable appropriated funding sources from non
    -DoD executive agencies where the Defense Component requiring activity is executive agent for the function performed.  The reporting requirement does not apply to situations where a Defense Component is merely a contracting agent for another executive agency.  In general, the only contracted services excluded from reporting are construction and utilities.”
