    Should this be considered a constructive change or an unauthorized commitment?

    This is an example of an unauthorized commitment, not a constructive change. Unauthorized commitments occur when someone without actual authority binds the Government, such as the base commander in this case. Constructive changes occur when someone WITH authority directs a change in performance beyond the contract requirements, or requires contractor effort that is not a necessary part of the contract. They may have done this intentionally or unintentionally. In other words, they may have a warrant but they incur work that was not part of the Government's original requirement.
