    If we were to buy more then 10 kits per year would that be advancement procurement or early to need? Can you provide reference / definiation of advanced procurement and early to need?

    The Bona Fide Need rule is at issue here. Is it appropriate or even legal to procure the kits in one year with the knowledge that they won't be installed (needed) until the following year? There are two "exceptions" that may be applicable in your situation: The "lead time" exception and the "stock level" exception. Determinations as to whether an exception applies can fall into the gray area, so it's difficult to provide a definitive response here.
