    From the question background and your office location, I assume we're talking about the Air Force Line of Accounting and that 3C are the last two digits of the Element of Expense Investment Code (EEIC). Not knowing the exact EEIC you are referring to, the best I can do for you is to refer you to the Air Force Data Dictionary.
