    The FAR defines "Property Administrator" as...
     
    "... an authorized representative of the contracting officer appointed in accordance with agency procedures, responsible for administering the contract requirements and obligations relating to Government property in the possession of a contractor."
     
    At the Federal level:  Basically, the appointment authorizes all of the duties and responsibilities involved in "administering the contract requirements and obligations relating to Government property in the possession of a contractor."  This includes relieving the contractor of stewardship responsibility, etc., and whatever else the FAR/DFARS identifies--
     
    As the DoD level:  This requirement is elaborated further in DFARS 201.670 (Appointment of property administrators and plant clearance officers), which requires "the appropriate agency authority to appoint or terminated (in writing) property administrators and plant clearance officers."
     
    In a broad sense, PAs and PLCOs are high level CORs.  But in no way are CORs, PAs and PLCOs
