    Is a draft RFP always required, or can it be skipped? If it can be skipped, are special circumstances required? Also, is a milestone C decision REQUIRED prior to either a draft RFP or final RFP?

    No, a "draft" Request for Proposal (RFP) is not required and is issued at the discretion of the program office. A draft RFP is sometimes issued to alert industry to an upcoming proposal or to get industry feedback. A RFP proposed for release prior to Milestone C shall be submitted to the Milestone Decision Authority (MDA) for review and approval as part of the Acquisition Strategy. Otherwise, the Acquisition Strategy is reviewed/approved during the Milestone C review. ReDoDI 5000.02.
