    I posted on GSA for a HP plotter printer. HP is an american company but it seems that many of their products are manufactured out of the US. The Printer I would like to buy is manufactured in Singapore. The value of the acquistion is less than $25,000.


    The restrictions of the Buy American Act do not apply to purchases of a COTS end products as they are considered end products manufactured in the United States. Additionally, restrictions under Trade Agreements would not apply as the value of the acquisition falls well below the WTO GPA threshold.
