Are travel costs to return to home of record allowable and paid by Government when employee failed medical screening and was placed on a 30 Day hold?
Typically a contract involves the Government paying for some value received. Your concern is the Government did not receive anything of value because the contract employee did not pass medical screening, and consequently will not be providing a service to the Government.
