    To what extent should the organization's procedures "define the process for approving personnel making these decisions"? Another question I plan to ask the contractor is "Who determines the QE is competent to disposition NCM for rework, and why doesn't their procedure define this process/determination even if it is based on competence."


    Answer

    The key point with writing non- compliances is using verbiage directly from the standard or procedure you are referencing.  Generally these standards (AS 9100 for example) are written on a high level / performance –based level.  The contractor interprets and implements these requirements per their procedure.  
     
    Does 9100 require contractors to develop procedures that a.  "define the
    process for approving personnel making these decisions" or "determines the QE is competent to disposition NCM for rework?"

    You may have trouble enforcing these issues as contract or standard non –
    compliances, but you may still want to motivate the contractor to address them in their procedures.
