Can I modify the paint purchase and testing into the delivery order under which the contractor accomplished the original work? Due to the "open" issue it has not been closed out of the system yet. Or, do I need to use a separate contracting tool for those 2 new requirements?
Since the original contract was completed, over 2 months ago, in December 2013 then issuance of a new contract would be in order for the new requirement.
