    Need to understand who has the authoiryt to make the required statment? Does it have to be from RM when the funds are not provided prior to soliciation. Also who defines hi prioty as difined in para (ii) since that requires the statment to now go to the Comptroller.

    A fund citation with the dollar amount (traceable to RM/Finance from the requiring activity) suffices for the statement or equivalent. However, AFARS 5101-602-1(a)(ii)(A) requires that specific wording in quotes therein must be provided for high priority requirements and Research, Development, Test and Evaluation incrementally-funded contracts. There does not appear to be a strict definition for "high priority," which helps explain why a verbatim statement from the comptroller or designee is required before the contracting officer can issue a solicitation under those circumstances.
