who signes the waiver for a agency to expand their 4pl and who has approval authoruty to issue a waiver to do 4PL??????
I'm unaware of any DoD or Federal requirement to have a waiver in place to use 4th Party Logistics (4PL) or why such a waiver would be necessary. You may need to look into whether a service specific or command directive exist if you have such a requirement. As far as expanding a 4PL agreement that is already in place, that may be more of a question for a contracting officer to see if the new, expanded requirements fall within the scope of the existing contract/agreement.
