    The J-Std is silent about certification requirements such as time between certification lapse and who is authorized to certifiy operators. No other documents are referenced for certification in the J-Std., even though IPC has a certification document that references the J-Std. Can the QAR require that the contractor have someone certified to the J-Std, and if so, what contractually requires that?

    The QAR can only require that the contractor have someone certified to the J-Std if this was spelled out as a requirement in the contract for the contractor to do so.  Since the J-Std is silent about certification requirements such as time between certification lapse and who is authorized to certify operators , the contract should specifically state the requirement that the instructor must be certified according to a particular standard if the intention is to hold the contractor accountable to that.
