A RFP (Release for Proposal) is a solicitation used in negotiated acquisition to communicate government requirements to prospective contractors and to solicit proposal (DoD Glossary/December 2012). There is no official definition of "Development RFP Release Cost Assessment" in DoD acquisition lexicon nor in the FAR/DFAR. I suspect it is a local derivative used to describe a specific type of RFP. I would suggest contacting the Procuring Contracting Officer (PCO) for clarification.
