Program just received RDTE funds to move the system closer to the objective weight. The current CPD will not be changed and there will not be an increase in performance but change will impact man/machine interface. Do I need seek MDA approval to address change or can the PM manage the change at his level? If so, Why? If no, Why not?
No, you don’t need MDA approval to spend budget authority requested and approved through the Planning, Programing, Budget and Execution (PPBE) process. Since the reported weight issue falls between the validated and approved objective and threshold “trade space,” it is within the PM's purview and doesn't require MDA approval to manage. Trade-offs outside this trade space may not be made without the approval of the MDA and the CPD validation authority. However, if the additional funds cause a breach to either RDT&E or Program Acquisition Unit Cost (PAUC) in the MDA-approved Acquisition Program Baseline (APB), then MDA approval would be required.
