    What DoD or commercial standards cover the processes previously addressed by MIL-E-17555 ? ASTM D 3951-10, "Standard Practice for Commercial Packaging"? Will programs or contractors who still cite MIL-E-17555 for their processes fulfill DOD packaging requirements

    1.  Question: Are processes previously covered by this spec now addressed by ASTM D 3951-10, "Standard Practice for Commercial Packaging" or MIL-STD-2073-1, "Standard Practice for Military Packaging"?  Or some other DoD or commercial standard? Answer: According to the Army LOGSA Packaging, Storage, and Containerization Center (PSCC) Packaging & Transportation Division, yes, processes are now covered in MIL-STD 2073-1, which outlines standard processes for the development and documentation of military packaging. The  detailed procedures in MIL-E-17555 were for military packaging.  While Commercial packaging requirements are briefly described in MIL-E-17555, they are specifically addressed in ASTM D3951.
     
    2.  Question: Will contractors who still cite MIL-E-17555 for their processes fulfill DOD packaging requirements or will they fall short because they are utilizing a cancelled specification? Answer: According to the Army LOGSA PSCC, this risks the potential to fall short if they only cite MIL-E-17555 for their processes.  The last update of that document was back in 1992 and as noted, it was subsequently cancelled in November 2010, so new types of equipment, materials, etc. have likely been introduced. Recommend citing MIL-STD-2073-1. It provides sufficient packaging procedures for electronics and electrical equipment. Note also that MIL-E-17555 is still cited in MIL-STD-2073-1 as a procedural packaging specification (as applicable), which is included in the MIL 2073-1 supplemental data.  The Army LOGSA Packaging, Storage, and Containerization Center (PSCC) also indicated they plan to follow-up with the Navy (MIL-STD-2073-1 Preparing Activity) to clarify MIL-E-17555 as a procedural packaging specification.
