    Is there a good and simple resource or instruction on how to write requirements for a detail specification?

    Specifications and Standards are a DOD program. DODM 4120.24, Defense Standardization Program (DSP) Procedures, available at http://www.dtic.mil/whs/directives/corres/pdf/412024m.pdf, assigns responsibilities and prescribes the procedures for implementing the DSP in accordance with sections 2451-2457 of Title 10, United States Code (U.S.C.).
     
    There are also two documents regarding preparation of Detail Specifications- MIL-STD 961E, Defense and Program-Unique Specifications Format and Content and DI-SDMP-81464A, Detail Specification Documents. Both documents are available through the Defense Logistics Agency (DLA) ASSIST Quick Search site, http://quicksearch.dla.mil/.
