    Does a contract need an individual Data and Reports CLIN for each CLIN type contained in the contract (FPIF, FFP, CPFF, and CR) or can one CLIN 9999 with a contract type of not separately priced (NSP) be used?

    What you are doing is OK. It is odd that you are using 9999 when using something in the main sequence would appear to fit into the contract more smoothly.  As long as you number the CDRL items IAW PGI 204.7105 you are fine.  If the contract contains options within the line items for which the Exhibit provides data, then each option needs a separate parent line item, but can cite the same exhibit.
