What are the restrictions, if any, to purchasing an ice maker/dispenser? This provided there are available hookups for the water pipes etc.

    Answer

Appropriated funds may be used to purchase kitchen appliances as long as the appliances are located only in common areas where they are available for use by all personnel and are not reserved for the sole use of an individual. (Use of appropriated funds to furnish goods, such as the coffee itself or microwavable foods, is not authorized.) An ice dispenser could be reasonably construed to fall into the category of kitchen appliances. A GAO ruling on the use of appropriated funds to purchase kitchen appliances can be found at this link. All this being said, it is still up to the judgment of requirements approving officials whether to approve such purchases.
