    Is the the distribution of electrical power a service or a supply? Is it commercial?


    Answer

    The distribution of electrical power is a "utility service" as described in FAR Part 41 (instead of the standard service of FAR Part 37).  It is also considered a commercial service in accordance with the definition at FAR 2.101.  The idea of simplistic commercial contracts can be misleading though, utility service contracts can run the gamut from short term to fifty year contracts.  Although your scenario may be of the smaller size, I still encourage you to read FAR Part 41, DFARS Part 241, and DFARS PGI Part 241.  It also would be smart to review similar contracts within USACE or go to www.contractdirectory.gov.
