    My question is, is the dollar treshold for that award under 8a Stars still limited to $4 million or because of the status of being an Alaskan Indian Company the dollar treshold is higher?

    The GSA 8(a) STARS II Frequently Asked Questions has this response, "4. Are sole-source task orders permitted?
    Yes, based on Section 8(a) of the Small Business Act (15 U.S.C. 637 and FAR 19.8), you may award task orders under the $4 million competitive threshold on a sole-source basis. We also call this a directed order. Contract holders may take advantage of this unique provision based on self-marketing efforts or past performance.

    You must give all contract holders within a functional area fair opportunity to compete when requirements exceed the $4 million competitive threshold in accordance with FAR 16."

    Based on the above, if you have a requirement that is higher than $4 million you must compete it even if it is to a company that is owned by Alaskan Native Corporation or Indian tribe.  Also, 19.804-6(b) for  – Indefinite delivery Contracts. "(b) The requirements of 19.805-1 of this part do not apply to individual orders that exceed the competitive threshold as long as the original contract was competed."
