Is it required to tell the program office who the contractors are that submitted proposals for evaluation? Can I just list them as Vendor A, Vendor B and Vendor C?

    Answer

If the contracting officer believes that a source selection evaluation will be more objective by masking the identities of the offerors, then I don't know of any prohibition against doing so. Of course this could present a challenge due to many occurrences of contractor self-identification within the proposals that would need to be redacted. If even one occurrence were to be inadvertently left in one proposal, it could raise a question as to the fairness of the evaluation process. It is important to evaluate proposals in accordance with how the solicitation indicated they would be evaluated and to ensure all proposals are treated in the same way.
