Is it ok to award these minor construction projects if the end date is beyond the period of performance of the contract.

Yes, during the performance of the contract it is possible to modify the contract and add work that extends beyond the current contract completion date or period of performance.  Normally, a contract will indicate an overall period of performance or completion date which matches the latest CLIN delivery date or the latest date when all obligations of the Government and contractor are scheduled to have been met.   In the case where you modify the contract to add work that will extend a CLIN delivery date or period of performance, you may also have to change the overall period of performance or completion date accordingly.
This answer is based on the limited information provided. As always, we highly recommend you consult the contracting officer as well as your legal office as well.
