    If a contract does not specifically refer to a UFC, is the contractor required to still follow it?

    No, a contractor is not required to comply with documents that are not in the contract.  Compliance documents must be specified in the contract or an attachment to the contract or referenced within a document that is specified or attached to the contract.  The only way to know if your Unified Facilities Criteria (UFC) document is specified in the contract is to research the contract itself.
