    Does "individuals" in this case refer to a person and not a vendor or contractor? The other exceptions identify "contractor" or "vendor". We are unable to find a definition for "individual" in the FAR.

    "Individual" means a person, just as found in a common English dictionary.  FAR 4.1102(a)(4) is a specific exception to SAM for individuals.   It means that an individual, such a interpreter outside of the United States, does not need to register in the SAM database, but contractors and vendor must register (unless another exception applies).
