What documents are now required or must be created because of the ACAT change? We feel Table 2 of DoDI 5000.02 does not apply due to the program already being past FRP decision and is not entering a milestone.

    Answer

I would agree that most of the documents noted in Table 2 may not apply to your program at this time, but entering a Milestone is not the only criteria for ACAT I documentation - suggest you examine the “other” column in Table 2 for documentation requirements that may fit your program. For example, the Life Cycle Sustainment Plan (LCSP) – “it is reviewed by the Component Acquisition Executive (CAE) at least every 5 years after Initial Operational Capability.” Also, the Independent Logistics Assessment (ILA) – statutory for weapon system MDAPs only. “Assessments after full rate production will be accomplished at a minimum interval of every 5 years after Initial Operational Capability.”

Additionally, “tailoring” (that is adapting program structure and documentation (if not proscribed by statute)) to fit the program’s circumstances is one of the major themes of DoDI 5000.02, January 2015. We recommend you assess whether the documentation currently extant for the ACAT II program is applicable to your anticipated circumstance and/or needs to be revised, which will most likely require a briefing or paper to the CAE staff.
