Since you have used the term bid several times, I am assuming that you were participating in the sealed bidding process. Under that process you should have been notified in writing or electronically within three days after contract award that your bid was not accepted, unless the award did not go to the low bidder and then you may receive additional information if you were one of the unsuccessful low bidders. A formal debriefing is not required but you might receive any other information that the contracting officer feels is appropriate, in accordance with their procedures. We recommend that you continue to attempt to contact the contracting officer to receive any information that they deem appropriate.
