    Is a CDD or CPD required for the telecommunications transport architecture of a Service? What are the tradeoffs by not having one?


    Answer

    The Capability Development Document (CDD) describes the performance requirements (KPPs and KSAs).  CPDs are the CDDs that have matured to describe production processes; they talk about the same capability. The CJCSI 3170 series is the policy document describing the use of CDD and CPDs.  The CJCSI describes the JCIDS process and how it supports the JROC.

    USSOCOM also has validation authority for Urgent Operational Needs (UONs)s unique to its organization.
