    The JCIDS Gatekeeper (Joint Staff J8 Deputy Director for Requirements) determines the sponsor for the next level of requirements documents.

    The Combatant Command neither needs the acquisition authority nor needs to be the developer to be the document sponsor. The Combatant Command can be the requirements sponsor and a different organization can sponsor the solution. That decision is up to the Gatekeeper. DAU suggests STRATCOM and the Joint Staff elements that sponsored the CWMD Situational Awareness IS ICD coordinate with the J8 Gatekeeper. Agree on an appropriate sponsor for the next level of development after the VCJCS approval.
