Is a DD 254 ever required for a Classified Non-Government procurement?

    Answer

Since this is a question about non-government contracts, it is not really an AAP topic, nor is there specific insight by professors.

There would be no FAR/DFARS references to cite in a non-government contract.
Classification, generally, is a government process with each classification has a specific meaning and rules for safeguarding covered data.  However, companies do have commercial relationships and these companies no doubt have practices for protecting data.  I cannot imagine a company would use a DD 254 on a non-government contract.  A company may model its documentation from a DD 254.

This would be a good for the NGC legal department to answer.
