If the customer has a requirement for full-time onsite support that is long-term in nature (base year plus multiple option years), with no breaks in service that is not recurring or repetitive, can a BPA be established for that requirement?
Based on your description, I cannot figure out why a BPA would be used for this requirement. BPAs are designed for recurring and repetitive requirements, which yours is not. Although I cannot find any prohibitions for using a BPA on this type of requirement, the FAR does require that the use of BPA be justified. In other words, you would need to justify why the BPA is selected contract vehicle. This may be difficult to do. Hope this helps.
