    Is it a conflict of interest if a management contractor manage the field services contractor under a government contract?


    Answer

    There are two potential issues here. The first has to do with possible organizational conflict of interest. FAR Subpart 9.5 contains detailed information on what may constitute an organizational conflict of interest. It's the responsibility of the government contracting officer to evaluate this acquisition situation against that policy. The second potential issue is inherently governmental functions. FAR Subpart 7.5 covers that topic in detail so once again, the contracting officer needs to evaluate the work being performed with that policy.
